Luis Cayo Pérez Bueno

Maestría en gestión de empresas por la Escuela Libre de Derecho y Economía. Desde 1995, trabaja en el sector social de la discapacidad. Es Editor de cermi.es diario, el digital global de la discapacidad, Director de las colecciones de libros cermi.es, Abyectos, Empero, Telefónica Accesible, Convención ONU, Diversidad e Inclusión, todas del CERMI, y A Destiempo, de la Editorial Kinnamon y Co-Director de la Sección Derecho de la Discapacidad de la Colección Grandes Tratados de la editorial Thomson Reuters Aranzadi. Es también Presidente del Consejo Editorial de la revista de análisis jurídico-social Anales de Derecho y Discapacidad- Revista científica de Derecho de la Discapacidad. Desempeña la Vicepresidencia del Consejo Nacional de la Discapacidad y es Vocal del Real Patronato sobre Discapacidad y del Consejo Estatal de ONGs de Acción Social.

Es de igual modo presidente de la Fundación Derecho y Discapacidad, de la Fundación Bequal, vicepresidente de la Plataforma del Tercer Sector y patrono de la Fundación ONCE.

Es asimismo consejero del Consejo de Administración de la Agencia de Noticias Servimedia. Escritor, traductor y poeta, ha publicado diversas obras, estudios y traducciones tanto de creación literaria como sobrse la realidad social y el movimiento de la discapacidad. Entre sus obras destaca El desmantelamiento de la discapacidad y otros escritos vacilantes, publicada por ElCobre Ediciones. Ha co-dirigido la obra colectiva Tratado sobre Discapacidad, publicada por la editorial Thomson-Aranzadi en 2007, y dirigido para ese mismo sello editorial la monografía Hacia un Derecho de la Discapacidad, publicada en noviembre de 2009. También ese año publicó el estudio La discapacidad en el Sistema de Seguridad Social. Propuestas de mejora. Su última obra individual es Discapacidad, Derecho y Políticas de Inclusión (febrero de 2010) y ha dirigido las obras colectivas Derecho, Tercer Sector e Inclusión Social (noviembre de 2010), 2003-2012: 10 años de legislación de no discriminación en España (julio 2012), Sociedad Civil, inclusión social y sector fundacional en España (julio 2014), Comentarios a la Ley del Tercer Sector de Acción Social (junio 2016) y La Convención Internacional sobre los Derechos de las Personas con Discapacidad 2006/2016: Una década de vigencia (octubre 2016). Sus últimos títulos, aparecidos respectivamente en 2020, 2021 y 2022, son Fundamentos del Derecho de la Discapacidad, Nuevas Fronteras del Derecho de la Discapacidad y La Inclusión de las Personas con Discapacidad en Latinoamérica, de los que ha sido codirector y coautor, e Iniciación a los derechos y la defensa legal de las personas con discapacidad, del que es autor en solitario. En 2023, ha publicado, como director, la monografía colectiva La Ley General de Derechos de las Personas con Discapacidad y de su Inclusión Social (2013-2023): Balance crítico, y la obra colectiva Derecho sanitario, políticas de salud, discapacidad y pacientes. Es miembro del Capítulo Español del Club de Roma. Premio Máster de Oro del Fórum de Alta Dirección 2007. Le ha sido concedida por el Ministerio de Justicia la Cruz Distinguida de 1ª Clase de la Orden de San Raimundo de Peñafort, al mérito en el Derecho y la Justicia. En 2011, el Gobierno de España, a través del Ministerio de Sanidad, Política Social e Igualdad, le otorgó la Cruz de Oro de la Orden Civil de la Solidaridad Social. El diario EL MUNDO.es lo ha incluido en la lista de los 500 españoles más influyentes de los años 2010, 2011, 2012, 2013 y 2014, en el ámbito “poder alternativo”. Ha recibido también los premios Discapacidad, galardón oficial otorgado en 2022 por la Comunidad Autónoma de la Región de Murcia, a la personalidad destacada, y OTAEX 2022, a la promoción de los valores de la accesibilidad universal, concedido por la Junta de Extremadura. En 2023, ha sido distinguido con el Premio Nacional de Discapacidad Reina Letizia, en la modalidad de Derechos Humanos, otorgado por el Gobierno de España a través del Ministerio de Derechos Sociales y Agenda 2030.

He holds a Master's degree in Business Administration from the Free School of Law and Economics. Since 1995, he has worked in the social sector for people with disabilities. He is the Editor of cermi.es daily, the global online news platform on disability, and the Director of the cermi.es book series, including Abyectos, Empero, Telefónica Accesible, UN Convention, Diversity and Inclusion (all published by CERMI), and A Destiempo (published by Kinnamon Publishing). He is also Co-Director of the Disability Law Section of the "Major Treatises" collection published by Thomson Reuters Aranzadi. He is the President of the Editorial Board of the journal Anales de Derecho y Discapacidad (Annals of Law and Disability - Scientific Journal of Disability Law). He serves as Vice-President of the National Council on Disability and is a member of the Royal Patronage Board on Disability and the State Council of Social Action NGOs.

He is also President of the Law and Disability Foundation, the Bequal Foundation, Vice-President of the Third Sector Platform, and a trustee of the ONCE Foundation.

He is a member of the Board of Directors of the Servimedia News Agency. As a writer, translator, and poet, he has published various works, studies, and translations, both literary works and those on social issues and the disability rights movement. Among his works is "The Dismantling of Disability and Other Tentative Writings," published by ElCobre Ediciones. He co-edited the collective work "Treatise on Disability," published by Thomson-Aranzadi in 2007, and edited the monograph "Towards a Law of Disability," published by the same publisher in November 2009. Also that year, he published the study "Disability in the Social Security System: Proposals for Improvement." His latest solo-authored work is "Disability, Law and Inclusion Policies" (February 2010), and he has edited the following collective works: "Law, the Third Sector and Social Inclusion" (November 2010), "2003-2012: 10 Years of Non-Discrimination Legislation in Spain" (July 2012), "Civil Society, Social Inclusion and the Foundation Sector in Spain" (July 2014), "Commentary on the Law on the Third Sector of Social Action" (June 2016), and "The International Convention on the Rights of Persons with Disabilities 2006/2016: A Decade of Implementation" (October 2016). His most recent titles, published in 2020, 2021, and 2022, are "Fundamentals of Disability Law," "New Frontiers of Disability Law," and "The Inclusion of Persons with Disabilities in Latin America," of which he is co-editor and co-author, and "Introduction to the Rights and Legal Protection of Persons with Disabilities," which he authored independently. In 2023, he published, as editor, the collective monograph "The General Law on the Rights of Persons with Disabilities and Their Social Inclusion (2013-2023): A Critical Review," and the collective work "Health Law, Health Policies, Disability and Patients: Studies in Memoriam Julio Sánchez Fierro."

He is a member of the Spanish Chapter of the Club of Rome. He received the Gold Master Award from the High-Level Management Forum in 2007. The Ministry of Justice awarded him the First Class Distinguished Cross of the Order of Saint Raymond of Peñafort, for merit in Law and Justice. In 2011, the Spanish Government, through the Ministry of Health, Social Policy and Equality, awarded him the Gold Cross of the Civil Order of Social Solidarity. The newspaper EL MUNDO.es included him on its list of the 500 most influential Spaniards in the years 2010, 2011, 2012, 2013, and 2014, in the category of "alternative power." He has also received the Disability Awards, an official accolade granted in 2022 by the Regional Government of Murcia for his outstanding contributions, and the OTAEX 2022 Award for promoting universal accessibility, awarded by the Regional Government of Extremadura. In 2023, he was honored with the Queen Letizia National Disability Award in the Human Rights category, granted by the Spanish Government through the Ministry of Social Rights and Agenda 2030.
